A significant high-level gathering was organized under the guidance of Chief Minister Punjab Maryam Nawaz at the headquarters of the Ravi Urban Development Authority (RUDA), marking the beginning of a new chapter in transportation planning for Lahore and its surrounding areas.

Led by Minister of Transport & Mass Transit, Bilal Akbar, the gathering assembled key stakeholders to craft a holistic integrated mass transit strategy aimed at tackling the growing challenges of urban mobility.

In response to Lahore’s mounting congestion, characterized by a 3.06% rise in the population index in 2024 and an average Traffic Congestion Index (TCI) of 21.72 over the past 30 days, Chief Minister Maryam Nawaz stressed the need for innovative solutions beyond conventional flyovers and underpasses. This directive highlights her dedication to ushering in a new era of sustainable and effective transportation infrastructure throughout Punjab’s major urban centers.

The creation of an elevated expressway in Lahore, designed to seamlessly link both established and emerging areas of the city with RUDA and PCBDA. This project aims to ease traffic congestion and improve connectivity, ensuring smoother journeys for residents and travelers alike.

Building on previous research, such as the 2016 TMA recommendations for green, orange, blue, and purple lines, as well as the implementation of the Bus Rapid Transit (BRT) system, stakeholders discussed a unified approach to transportation planning. A subsequent meeting is scheduled to delve deeper into travel patterns and ridership trends per hour, guiding strategic decision-making processes.

PCBDA’s proposals include integrating the metro bus service with green and blue lines, introducing electric buses, and establishing dedicated bicycle lanes. A comprehensive traffic impact assessment has been initiated to assess the effectiveness of proposed measures and optimize resource allocation.

The development plan for RUDA embraces the principles of Transit Oriented Development (TOD) and includes feeder routes like BRT, blue, and orange lines. Additionally, the plan aims to establish 15 docking stations for ferries and small boats, promoting multimodal connectivity.
